(1) Vendor needs to provide comprehensive traffic and parking study services to the government authority located in Winthrop, MA.– Conduct a comprehensive traffic and parking study for the entire town to include covering key corridors, intersections, and parking areas within the town.– Document and analyze existing traffic circulation, intersection operations, roadway safety, and parking conditions town–wide, with focused analysis in the study area.– Identify capacity, safety, and operational deficiencies at key intersections and corridors, including pedestrian and bicycle safety issues.– Engage residents, businesses, Town boards/committees, and other stakeholders throughout the process.– Collect and review existing data: prior studies, GIS data, crash data, traffic counts, signal timing plans, parking regulations, and capital improvement plans.– Develop existing–conditions capacity analysis for key study intersections.– Perform a crash analysis identifying high–crash locations, patterns, and contributing factors; identify locations warranting further safety countermeasures.– Develop future no–build conditions using reasonable growth assumptions and any known planned development.– Conduct a comprehensive, town–wide parking inventory and analyze occupancy, duration of stay, and turnover by district.– Evaluate existing parking enforcement practices, staffing, technology, and citation and ticketing procedures, and identify opportunities to improve enforcement efficiency and compliance.– Conduct an online survey and interactive mapping tool to gather resident and business input on traffic and parking concerns.(2) All questions must be submitted no later than August 24,2026.
