(1) Vendor needs to provide digital email marketing and audience engagement platform.• The Agency seeks to procure a secure, cloud–based, enterprise–grade Digital Email Marketing and Audience Engagement Platform that supports passenger marketing, stakeholder engagement, public outreach, operational communications, emergency notifications, customer relationship management, and data–driven marketing initiatives.• This proposed solution should demonstrate:• Experience providing email marketing and audience engagement platforms for airports, transportation agencies, governmental entities, tourism organizations, or similar organizations• A proven track record of reliable email delivery and platform performance.• References from at least three comparable clients• Platform implementation and setup• Migration of existing subscriber databases• User training and documentation• Ongoing software access, maintenance, upgrades, and support throughout the contract term• Cybersecurity Requirements Agency encryption in transit, encryption at rest, vulnerability management, annual penetration testing, security patching, incident response procedures, breach notification timelines, audit logging, role–based permissions, password policies, and user provisioning / deprovisioning.• Email Deliverability Requirements – vendors must provide information about their sender reputation management, agency support, bounce handling, suppression management, ISP relationships, inbox placement monitoring, spam testing, and dedicated vs. shared IP options.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 8, 2026.(4) Pre–bid meeting will be held on September 2, 2026.
