(1) Vendor needs to provide public facilities and concurrency ordinance development consulting service to the government authority located in York, SC. • Direct all project work, progress tracking, budget management, and quality control.• Prepare for and facilitate project team meetings to report on project status, resolve issues, and identify additional needs.• Design flexible mitigation and phasing options and process for “Inadequacy” determinations.• Develop a dashboard for tracking, existing/available/reserved capacity, and adequacy reviews.• Create and execute a public engagement plan that solicits input from the community and development interests throughout program development and adoption.• Engage with multiple county stakeholder departments, and share updates and information with other consultant teams engaged on interrelated plans or studies• Present findings, program framework, and final ordinance to the planning commission, county council, and any committees of council or steering committee, as appropriate.(2) All the questions must be submitted no later than November 12, 2026
