(1) Vendor needs to provide owner representative services to the government authority located in Lake Oswego, OR.• Help establish the governance structure, roles, responsibilities and communication protocols for the project.• Assess project staffing and technical resource needs. Assist the library in identifying consultant services necessary to support the project. Assist in preparing solicitation materials and contracts, and in facilitating the selection process consistent with public procurement requirements.• Advise city staff on design and construction processes, techniques, and terminology.• Develop a project management plan consistent with project management institute standards.• Coordinate closely with project team staff and contractors to keep project on schedule and on budget.• Schedule and lead meetings with project team and other stakeholders as appropriate, including preparing written agendas ahead of meetings and sending written notes with key decisions and assignments after meetings.• Assist the city in communicating with its management, staff, community, and news media to enhance understanding and develop ongoing support for the project.• Assist staff to develop public and council–facing presentation materials and collaborate with staff to deliver presentations about the project.• Manage a site due diligence assessment of top candidate sites.• Prepare project schedule through construction.• Coordinate consultant activities to support design development.(2) A mandatory pre–bid conference will be held on July 08, 2026.(3) All question must be submitted no later than July 21, 2026.(4) A contract period will be for one year.
