(1) Vendor needs to provide recover out loud anti–stigma campaign service.– Design, implement, and evaluate a comprehensive regional substance use disorder (SUD) stigma reduction initiative known as “Recover Out Loud”.– Provide comprehensive communications, planning, implementation, training, and evaluation services for the utilization of opioid abatement funds.– Communications Strategy: The Plan shall include a comprehensive communications strategy that guides all internal and external messaging across stakeholders and jurisdictions.– Development of a brand identity to support campaign recognition and reinforce public awareness efforts.– Media strategy shall be developed to guide earned, paid, and digital media outreach and placement.– Community engagement strategy.– Risk communications strategy to address potential issues, emerging concerns, and crisis communications scenarios.– Lived experience advisory committee support.– Support agenda development to guide committee meetings and ensure alignment with Project priorities and objectives.– Research and message development.– Create digital advertising content for deployment across online platforms.– Develop social media content to engage target audiences across multiple channels.– Video Production and photography.– Regional communications campaign.(2) A pre–bid meeting will be held on October 22, 2026.
