Government of the People’s Republic of Bangladesh Office of the Project Director ISO Component-1: Pre-Primary and Primary Education Improvement Project in Cox’s Bazar and Bandarban Districts and Bhasanchar of Noakhali Directorate of Primary Education Section-2, Mirpur, Dhaka E-mail: pdpapeip@gmail.com Memo No. 38.01.0000.011.11.042.26-------- Date: 07 July 2026 REQUEST FOR EXPRESSIONS OF INTEREST (INTERNATIONAL) (Consulting Services for Evidence Generation and Impact Evaluation-Firms Selection) IDA Grant No. E3260-BD Assignment Title: Hiring a firm for Evidence Generation and Impact Evaluation Reference No. ISO_1_SD-9 The Directorate of Primary Education (DPE), Ministry of Primary and Mass Education, Government of Bangladesh has received financing from the World Bank toward the cost of the Inclusive Services and Opportunities for Host Communities and Forcibly Displaced Myanmar Nationals (FDMN), ISO Component-1 : Pre-Primary and Primary Education Improvement Project in Cox’s Bazar and Bandarban Districts and Bhasanchar of Noakhali and intends to apply part of the proceeds for consulting services. The Consultancy Services (“the Services”) include (i) Assess access to and utilization of education services, (ii) Identify barriers and enablers to participation, (iii) Assess the Assessment and certification mechanism, Socio-economic analysis of the current services and service delivery model/mechanism, (iv) Measure learning environment quality and inclusion, (v) Document best practices and innovations, (vi) Support adaptive management and policy dialogue, (vii) Generate actionable recommendations for program improvement and sustainable options for FDMN education and skill development including options for localization of supports, (viii) Advocacy for the alternative model, dissemination, model design for future opportunities Scope of Work of Service Providers includes: Surveys, Focus Group Discussion (FGDs), Dialogues, Regular monitoring, Financial and Economic Analysis, Report preparation, Dissemination of the reports, Way forwarding. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: (www.dpe.gov.bd). The assignment is expected to start from October 2026. The DPE now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: Age of the organization should be 10+ years; in case of JV, any partner should be at least 3 years old, while LEAD agency should be at least 10 years old. Portfolio size in Bangladesh: Organizational yearly budget and coverage of beneficiaries in FDMN education. The agency (lead agency in case of JV) has demonstrated experience of managing at least USD2 million portfolio between June 2024-June 2026. Experience of working with GoB/UN and WB financing: Have experience of working with GoB, UN and donor agency including the WB preferred. Relevant experience: At least 5 years of experience implementing education programs in humanitarian or fragile contexts, preferably with FDMN or refugee populations. Demonstrated experience of delivering evidence generation, monitoring, evaluation and research on education finance, FDMN/Refugee Education. Outreach Capacity: Having functional office in Cox’s Bazar and capacity to set up in camps outreach. In case of JV, the partner agencies should have demonstrated experience of managing FDMN operations for at least 3 years and should have registration from NGO bureau. Legal entity: Organization is a legal entity in its country of operation. Certified audited accounts for the last two years. The CV of experts will not be evaluated at the shortlisting stage. Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i)The Firm's Incorporation/Trade/registration documents from the country of the firm (ii) Firm’s brochures; and (iii) description of similar consultancy contracts, including the scope, contract amount, name of Client, period of the contract (date of contract signing to date of completion), location/country of the services, etc. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
