Description
The Napa County Flood Control and Water Conservation District (District) is requesting proposals from qualified firms to conduct a comprehensive vegetation survey of restoration areas related to the Napa River Flood Protection Project (Project). Data collected from the survey will be documented in a monitoring report that should analyze the change over time in biological, chemical, and physical conditions within the survey area (Figure 1) as defined in the most recent monitoring report (Rincon, 2022) and the Project Mitigation and Monitoring Plan (MMP). The 2017 and 2022 vegetation monitoring reports, as well as the MMP, are included as attachments. Vegetation monitoring indicators, as described in the monitoring reports and MMP, are measurable parameters that define the biological, chemical, or physical conditions or processes of a site. These parameters are measured at two scales: One (1) aerial photo (6 inch or better) interpretation to initially assess the types and aerial extent of habitat types, and two (2) ground-truthing within the survey area to verify and/or modify the boundaries of habitat types and document floristic composition and ecological parameters at seventeen (17) vegetation monitoring transects (includes new transects added at Napa Creek and a reference wetland) and approximately one hundred ninety (190) sample plots (recorded as both GPS and GIS features) within the survey area. Monitoring indicators will be used to gauge the biological and chemical responses to the physical habitat modifications as well as performance standards and restoration goals. See the attached documents for additional details. Supporting data from previous reports and additional data the District maintains relevant to the monitoring area will also be made available to the selected firm.
