(1) Vendor needs to provide governance and risk management senior consultant service to the government authority located in New York. • Senior consultant will be involved in assessing institutional capacity, governance, risk management, credit practices, portfolio quality, operational controls, data and capabilities, and overall readiness for external financing. • Design and lead structured diagnostics for each participating, including review of audited financial statements, portfolio reports, governance documents, policies, procedures, outputs, regulatory reports, external debt schedules, and other relevant institutional data.• Review board and management oversight, decision–making structures, committee effectiveness, delegation frameworks, accountability mechanisms, internal controls, compliance practices, and implementation capacity.• Translate diagnostic findings into a clear assessment of each readiness to access external financing, including gaps related to financial performance, portfolio quality, governance, controls, reporting reliability, data quality, business planning, and lender confidence• Develop institutional strengthening action plans. Co–create practical, time–bound action plans with leadership, specifying priority actions, responsible owners, sequencing, resource requirements, quick wins, and milestones linked to improved bankability.• Participate in the sector learning event. Present relevant diagnostic findings, practical tools, and lessons from the strengthening work, and contribute to discussions on governance, risk management, and preparedness for commercial funding.
