Library Restroom Reconfiguration & Remodel

INVITATION TO BID - CITY OF FOREST GROVE FOREST GROVE, OREGON 'Project Title PROJECT NO. 'Project ID Project Description: 'Project Title The City of Forest Grove is looking for a contractor to complete a reconfiguration and remodel of the public restroom at the east and west ends of the library. The restrooms will be reconfigured into multiple single-user restrooms. The work would consist of demoing the existing restrooms and reconfiguring them per the project plans and specifications. The City is requesting bids for: 1) only the restrooms on the east end of the library; 2) only the restrooms on the west end of the library only; and 3) both the east and west restrooms. The City will determine the actual scope of the final project based on the bids. The work generally consists of providing all construction services, equipment, necessary tools, materials, fuel, personnel, supervision, and labor required to complete the preparation and placement as specified herein. Bid Documents : Bid documents are available on 'Project Release Date from City's e-Procurement Portal ("Portal"): https://procurement.opengov.com/portal/forestgrove-or . The Portal maintains and displays the current “plan holders list” under the Followers tab. Bidders shall be solely responsible to check for and download all addenda, if any, from the City Portal prior to bidding. Bidders who "Follow" the project and are listed under the Followers list will receive automatic email alerts when addenda or notices are issued by the City. There will be a mandatory pre-bid meeting at 10:00 a.m. on Tuesday, March 12, 2024, at the Forest Grove Library located at 2114 Pacific Avenue, Forest Grove, Oregon. Bids will only be received electronically via the City's e-Procurement Portal ("Portal") until the BID CLOSING time, 'Proposal Submission Time local time on 'Proposal Submission Date . The Portal system will automatically unseal bids at Bids will be publicly opened and publicly read aloud at 2:00 PM local time, 'Proposal Submission Date . All interested parties are invited to attend . Bids received after the above-stated time will not be accepted. Bidders are solely responsible for ensuring actual receipt of the bid by the City of Forest Grove at the place and time designated above. Late bids are unable to be entered into the system. Bids must contain : A residency statement as defined in ORS 279C.365. Provide a written statement on bidder’s own form (e.g. company signed letter/head). A bid bond on the City’s Bid Guaranty form, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, certified check, or cashier's check, of at least ten percent (10%) of the total bid. Confirmation that bidder will comply with the statement in the Bid Proposal regarding compliance with the provisions of ORS 279C.840 or 40 U.S.C. 276a "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". Bids may be rejected by the City for non-compliance with prescribed public bidding procedures and requirements, or for good cause, upon a finding that it is in the public interest to do so. Bidders : Bidders must use bid and bid guaranty forms (if electing to use a bid bond) furnished by the City in the bid documents. Otherwise, the bid may be rejected as non-responsive. Bidders must conform to the requirements of these bid documents and related, applicable laws. Bidders must sign all Bid Forms, and in doing so, agree to comply with the statement in the Bid Proposal regarding compliance with the provisions of ORS 279C.840 or 40 U.S.C. 276a "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". Bidders must complete and submit, in a sealed envelope, the First-tier Subcontractors Disclosure Form provided in the bid documents, no later than two working hours after the bid are due, per ORS 00120.40(f). This form shall be submitted via the Portal no later than 12:00 PM local time on Day of the BID CLOSING . The City does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor’s Board list of contractors ineligible to receive public works contracts. Licensing per ORS 468A.720 (working with asbestos) is not required for this project. The City : The City reserves the right, but is not obligated, to waive any irregularities or informalities in its sole and absolute discretion. City intends to issue notice to proceed April 11, 2024 and have the work fully completed by October 1, 2024 . Form of Proposal : All vendors must accept the terms included with this Invitation to Bid as part of the contract. If a proposer is exempt from a particular term due to a statutory or regulatory exception or exemption, whether the exception or exemption applies to the contract matter, the type of work, or the vendor, the vendor will be considered to have met the requirements of that term. The City reserves the right to negotiate a final contract that is in the best interest of the City.
