(1) Vendor needs to provide borough assessor services to the government authority located in Skagway, AK.– Provide current assessments in accordance with standard tax practice and all requirements of the and municipal law, for all taxable and non–taxable real property, furnishing all necessary files, photographs and forms required for such assessment. – Investigate, evaluate, and report to the municipality the merits of all property assessment appeals received by the municipality after assessment notices have been mailed and prior to board of equalization hearings.– Document and file with the municipality all market data pertaining to the establishment of fair market values; data shall become property of the municipality.– Document and track possessory interest calculations on applicable properties.– Maintain and update the municipal assessment roll database, as required, by modifying existing property records to reflect new construction, demolitions, parcel changes, and other applicable updates using established valuation methods.– Provide the successful assessor with access to the municipal assessment roll database, including legal descriptions, ownership records, mailing addresses, existing property record information, maps, and plats.– Proposals shall describe how the assessed value for both residential and commercial properties will be determined.– Proposals shall include all labor, material, equipment, transportation, and overhead needed to produce and complete the yearly assessments.(2) All the questions must be submitted no later than August 27, 2026.
