(1) Vendor needs to provide managed digital document accessibility remediation services to the government authority located in Mecklenburg, NC.• The Agency seeks information about providers that can take responsibility for securely receiving documents, performing remediation, applying appropriate human review, validating completed files, documenting results, correcting rejected work, and returning accessible files ready for controlled republication.• Understand available managed–service, hybrid, and technology–enabled remediation models.• Determine which document types and complexity levels can be handled at scale.• Understand the division of work among automation, vendor specialists, and County staff.• Evaluate quality–assurance, validation, security, data–handling, artificial–intelligence, and implementation considerations.• Obtain nonbinding budgetary information sufficient to support an aggressive funding request and future procurement planning.• Identify vendor capacity, mobilization timelines, and realistic production rates.• Develop vendor–neutral requirements for possible future competitive solicitation and controlled proof–of–performance.• Cleanup and Classification Process– The preliminary inventory includes documents that may not all require remediation.• Removed because it is obsolete, duplicative, or no longer needed.• Replaced with a newer accessible document.• Converted to accessible HTML, an online form, or another format.• Maintained as qualifying preexisting or archived content under the Final Rule, subject to County review.• Retained and remediate because it remains current, operational, or necessary for access to County service• Applications, forms, and instructions.• Meeting agendas, minutes, packets, and supporting materials.• Reports, policies, ordinances, designation records, and plans.• Schedules, guides, newsletters, brochures, and public notices.• Maps, technical drawings, charts, tables, and image–heavy publications.• Scanned and image–based documents.• Documents for which editable source files may not be available.• Long, multi–column, or otherwise complex documents.
