(1) Vendor needs to provide feasibility study and options analysis service to the government authority located in Encinitas, CA. – Provide an independent feasibility study and options analysis to determine whether initiating agency run ambulance transport services would be beneficial for the agency and, if so, under what operational, fiscal and governance model.  – Provide analysis that is practical, data–driven, and decision–oriented for executive leadership and elected officials.  – Conduct an independent feasibility study and options analysis for municipal ambulance transport.• Project management and governance• Kick–off and stakeholder alignment• Baseline EMS/transport system assessment:– Current service delivery model analysis and enhancement options• Data collection, validation, and demand analysis:– Community engagement and public input• Deployment and operations modeling:– Regional benchmarking and lessons learned• Fiscal and financial feasibility:– Technology infrastructure assessment– Enhanced financial analysis• Workforce, recruitment, and retention impacts– Workforce quality of life analysis• Legal, regulatory, and risk assessment:– Clinical quality metrics and outcomes• Implementation roadmap and transition plan(2) All the questions must be submitted no later than July 7, 2026.
