(1) Vendor needs to provide account–based transit fare collection system.– An account–based system, meaning the rider's balance, passes, and fare history are held in a central back office rather than stored on a card or ticket.– Onboard smart validators for every fixed–route bus, plus spares, bench test, and training units.– Automated fare capping that replaces most pass purchases: once a rider's payments reach the price of a daily or longer pass, further rides in that period are free.– A secure, non–counting cash drop vault on each bus during a transition period, so riders may continue to pay exact–change cash.– A hosted, account–based back office, including the fare policy and capping engine, account management, financial reconciliation, reporting as needed/required– Retail cash–loading so riders can add cash value to their account or closed–loop card at local stores.– A hosted back office with rider web and mobile account tools, a point–of–sale system for the downtown depot and office, an institutional portal for employers and partners, and open, documented data interfaces.– Integration with the CAD/AVL system, the Operator's on–demand and paratransit platform, the payment processor, and the City's identity provider for staff sign–on.(2) All questions must be submitted no later than November 18, 2026.
