(1) Vendor needs to provide enterprise learning management system.• The online learning platform should provide employees with 24/7 access to training resources, increase engagement with learning and development opportunities, support employee retention, and scale easily as agency.– The LMS will:• Centralize enterprise training and learning management• Provide an extensive, pre–built, on demand learning catalog featuring a wide range of high–quality training courses designed to support employee development, organizational compliance, and professional growth.• Support structured onboarding and continuous employee development• Provide audit–ready documentation and reporting• Improve transparency and accountability for workforce readiness• Software licensing (SaaS preferred)• Extensive course catalog and enrollment management• Instructor–led and self–paced training• Mobile accessibility• Reporting capabilities• Role–based learning paths• Automated training assignments• Policy acknowledgment tracking• Manager visibility dashboards• Audit–ready training records• Certification tracking and renewal alerts(2) The contract period will be for three years.(3) All the questions must be submitted no later than September 8, 2026.(4) Pre–bid meeting will be held on August 31, 2026 .
