– Vendor needs to provide web–based GIS interface and land management information modernization system.– Provide modernization of the district’s Land Management Information System (LMIS) and development of a web–based Geographic Information System (GIS) interface.– Development of a web–based application to replace the current Microsoft Access interface.– Text–based and map–extent searches for LMIS data and documents. – GIS mapping and tools, including S/T/R and facility locations, map navigation, layers, annotations, measurements, and aerial imagery. – Develop and implement the proposed interface, including application and map setup, LMIS database integration, document search and results display, GIS tools, data preparation, testing and user training.– Integration with the existing LMIS database and any database changes needed to support the interface. – System security and protection of Personally Identifiable Information (PII). – Interface should allow district personnel to initiate a search from the map and retrieve documents associated with the current map extent.– View search results directly within the system and provide functionality to export those results into commonly used office software formats.– Replacing the Microsoft Access interface with a web–based application while maintaining access to existing LMIS data, documents, and necessary functions.– Interface should allow users to sketch or add annotations to the map, such as easement boundaries or notes.– Interface should support aerial photography background layer options.– Interface should provide a full–screen map that is easy to navigate.
