(1) Vendor needs to provide general liability claims administration services.– Contractor will be required to operate under the general direction of the agency risk manager and consult with other agency staff in developing effective procedures and practices to administer third party claims made against the agency (general liability claims administration).– Contractor will perform all services and related work necessary for general liability claims administration and statistical reporting.– General Liability Claims Administration shall include, but is not limited to: general, automobile, and property liability claims administration, investigations, research, analysis, recording, reporting, subrogation, litigation management, liability trust account management and reconciliation, and related support services.– General program administration:– Provide exceptional customer service to all claimants.– Provide a customer service phone number and email address to enable claimants to make inquiries on their claim.– Provide professional and technical staff and equipment to perform general liability claims administration services.– Inform the City of changes or proposed changes in statutes, rules, regulations, and case law affecting its general liability claims program.– General liability claims administration:– Create and enter new claim files into claims management information system (CMIS) within 48 hours of receipt of a loss notice.– Maintain an official file for each claim.– Provide narrative reports when recommending rejection or settlement of a claim, when going to trial, or other significant events have or will occur.– Investigations:– Investigate claims where the initial review indicates that it is warranted. further investigation may include, but is not limited to, on–sight investigation, photographs, interviewing witnesses and taking signed or recorded statements, verification of damage or loss, taking measurements, obtaining maps or diagrams from the agency or legitimate and reliable other sources, obtaining medical releases, police reports, or other records as required.– Litigation management:– Maintaining an open claim file which accurately reflects all litigated claims expenses.– Obtaining fully executed releases on all settlements and dismissals.– Attending settlement conferences, or other alternative dispute resolution hearings as requested.(2) All the questions must be submitted no later than September 25, 2026.(3) The contract period will be for five years.
