(1) Vendor needs to provide ICB operators services to the government authority located in Pennsylvania.• Providing and maintaining all vehicles and equipment necessary to operate the awarded service.• Ensuring that all vehicles used in revenue service meet applicable federal and state requirements and requirements for accessibility, safety, age, condition, cleanliness, reliability, and passenger amenities.• Operating the approved service according to the contracted schedule and service requirements.• Obtaining and maintaining all required operating authority, permits, licenses, and approvals.• Obtaining and maintaining required insurance coverage.• Performing appropriate preventive and corrective vehicle maintenance.• Maintaining adequate spare and backup equipment to support service continuity.• Maintaining required operational, financial, passenger, and performance records.• Providing timely and accurate invoices and required program reports.• Entering into and maintaining agreements necessary to support interline ticketing and connections with other intercity bus providers, where applicable.• Coordinating with connecting carriers and maintaining access to terminals, stations, or other approved public intermodal facilities.• Establishing and maintaining productive working relationships with local transit authorities and other transportation providers serving communities along the awarded route.• Providing accessible, safe, clean, reliable, and customer–focused service.(2) All questions must be submitted no later than October 23, 2026.
