REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Country: Pakistan Project: Digital Economy Enhancement Project Credit No.: 75140-PK Assignment Title: Selection of Senior Telecom Policy and Strategy Consultant Reference No.: PK-MOITT-569020-CS-INDV 1. The Government of Pakistan has received financing from the World Bank toward the cost of the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for procuring the subject consulting services, which shall be implemented by the Ministry of IT and Telecom (MoITT) through its Project Management Unit (PMU). 2. The consulting services (“the Services”) include the professional expertise of a “Senior Telecom Policy and Strategy Consultant” on a monthly lump sum remuneration basis. The Ministry of IT and Telecom, through the Project Management Unit, intends to hire the services of a “Senior Telecom Policy and Strategy Consultant” for DEEP to assist the project management in the relevant field. The consultant, as an expert in the field, will provide quality advice maintaining the highest degree of integrity and ethical standards. The individual consultant will be hired initially for a period of 24 months. 3. The Ministry of IT and Telecom, through its Project Management Unit, invites eligible candidates (“Consultants”) to indicate their interest in providing the Services as “Senior Telecom Policy and Strategy Consultant” for the Digital Economy Enhancement Project. Interested candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the expected Services. The shortlisting criteria are based on qualifications, relevant experience, and additional skills as outlined in the Terms of Reference. 5. The selected candidate will be required to present original documents at the time of credentials verification. Submission of any false information will lead to immediate disqualification of the candidate at any stage of the hiring process. 6. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 7. A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations. 8.
