(1) Vendor needs to provide vision zero implementation and safety improvements services to the government authority located in Denton, TX. – Assist with the development of a comprehensive vision zero safety action plan and conduct supplemental safety planning activities under. – Develop strategies, engage stakeholders, analyze data, and identify safety priorities to support future implementation.• Vision zero commitment and oversight:– Support and coordinate with the agency’s vision zero task force to guide development and implementation of the safety action plan.– Facilitate adoption of a formal vision zero commitment, including a target year for eliminating fatalities and serious injuries.• Comprehensive safety analysis:– Conduct a data–driven analysis of crash trends.– Develop crash profiles by emphasis areas (e.g., pedestrians, bicyclists, intersections, speed–related crashes).• Corridor–level countermeasure analysis:– Conduct Roadway Safety Audits (RSAs) along priority corridors identified through the HIN.– Perform multimodal field assessments (walking, biking, and driving audits).• Public and stakeholder engagement: Develop and implement a comprehensive engagement plan.• Regional coordination: Review and align with regional and state plans. • Policy evaluation: Review existing agency policies, standards, and development regulations.• Project prioritization: – Develop a transparent and data–driven prioritization framework incorporating.– Develop a prioritized list of projects and programs.• Supplemental planning task: Windsor drive:– Conduct a detailed safety and connectivity analysis of Windsor Drive across Loop 288. – Evaluate crossing feasibility, including pedestrian and bicycle accommodations.• Reporting supplements:– Quarterly performance (progress) report.– Develop and submit programmatic reports.(2) All the questions must be submitted no later than September 9, 2026.
