(1) Vendor needs to provide development partner services to the government authority located in Texas.• The project partners are seeking a development partner who would demonstrate continued interest in stewarding those relationships and soliciting community feedback.• These activities include community engagement, rezoning, conceptual site and building design led by overland, and financial feasibility analysis prepared by advisors.• The handprint initiative will remain engaged in the project as the project steward and owner’s representative, coordinating among the project partners, the community, and the selected development partner through pre–development, closing, and lease–up.• The selected developer will have access to restricted grant funds covering schematic design services from overland partners architects, as well as pre–construction diligence work, including civil engineering, fire protection review, phase I environmental assessment, property appraisal, and an affordability market study.(2) A pre–bid conference will be held on August 24, 2026. (3) All question must be submitted no later than August 31, 2026.(4) A contract period will be for one year.
