(1) Vendor needs to provide light rail system surveillance enhancement study services to the government authority located in Norfolk, VA.– Physical improvements (fencing upgrades, hardened doors, improved lighting).– Detection and deterrence enhancements (CCTV coverage, signage, intrusion detection).– Access control (fencing, gates, doors, locks, electronic access controls).– Perimeter security (yards, right‑of‑way, substations).– Lighting and visibility.– Security staffing to support monitoring and coverage.– Procedural controls (key control, visitor management, Contractor access).– Intentional acts (terrorism, sabotage, vandalism, insider threats).– Criminal activity (theft, trespass, copper/fiber theft).– Natural hazards (flooding, hurricanes, extreme heat).– Accidental or cascading infrastructure failures.(2) The contract period will be for two years.(3) Pre–bid meeting will be held on July 21, 2026.(4) All the questions must be submitted no later than July 24, 2026.
