EXTRA-72637 - USA (New Britain, Connecticut) - Performance-Based Regulation Rate Case Consultant Service - Deadline July 28,2026

(1) Vendor needs to provide performance–based regulation rate case consultant service to the government authority located in New Britain, CT. – Assist agency in the review and investigation of the financial and operating records for the Eversource Energy (ES).  – Determine the most appropriate and economic price or revenue cap used for setting rates for ES.– Determine the sufficiency of ES’s revenue cap formula used in the Performance Based Regulation (PBR) plan, the results of the productivity study used in designing the revenue cap, and the company’s proposed X–Factor.  – Consistent with the revenue cap formula, determine the appropriate X–Factor and critically analyze and run alternative specifications on the company’s proposed TFP model by analyzing the company’s data, open–source models, customer count, delivered energy, and peak demand.– Determine the appropriate revenue cap utilizing PBR metrics including the X–factor, Total productivity Study (TFP) and related economic principles.(2) All the questions must be submitted no later than July 20, 2026.
