Vendor needs to provide legacy application development and sustainment support service. – Provide full life–cycle application management for agency legacy systems. – Provide technical and software development support for agency.• Provide a solution and product consulting and programming to:– Receive and respond to problems reported by the users (i.e., correct Tier 2 incidents).– Provide Tier 2 and Tier 3 centralized development support, database support and SA for the contracting and financial management legacy systems. – Sustain deployed capabilities in the legacy systems by rapidly troubleshooting and resolving software issues impeding the execution of deployed contracting capability (i.e., correct Tier 3 defects).– Develop, test and implement change requests to include existing Visual Basic 6.0 (VB6) applications conversion to Web, .net, or appropriate solutions.– Develop and implement new system capabilities.– Provide technical expertise to ensure high availability of the legacy systems to meet the agency mission. – Maintain and update system documentation such as standard operating procedures.– Create the necessary documentation for decommission.– Modernize and sustain the existing application, data structures, system integrations and reporting capabilities.• Contract management.• Legacy application technical and development support:– Web applications support.– Mainframe application support.• DBA and application support.• System administration and cybersecurity.• Information System Security Officer (ISSO) support.
