(1) Vendor needs to provide retirement investment advisory services to the government authority located in Bakersfield, CA. – Advisor will prepare an initial draft investment policy statement (IPS) for the Plans, including investment objectives, policies, and constraints consistent with the Plans' requirements, and provide an annual review of the IPS.– Performance Monitoring and Reporting. Advisor monitors the Plans' investment manager(s) and investment(s) and will recommend additional investment(s) and investment managers(s) or other changes from time to time.– Fiduciary Education & Training. Advisor will provide in–person training in group sessions for agency (or its employees responsible for acting for agency with respect to the Plans, such as members of the Plans committee) relating to the investment duties of fiduciaries at times mutually agreeable to the parties.– Participant Education Services. Advisor will provide investment education and information to participants as agreed from time to time. These services may include in–person or group sessions, as well as printed and digital educational materials (which may include posters, payroll stuffers, and emails) and other similar services.– Employee Engagement & Education:• Advisor will provide group and/or individual sessions for employees to discuss retirement plan benefits, investment options, and general financial wellness.• Advisor will provide guidance to the Benefits team on plan performance, compliance updates, and upcoming regulatory changes.– Strategic Advisory & Plan Optimization:• Advisor will proactively advise KHS on changes in retirement plan regulations, market trends, and best practices to maintain plan competitiveness and compliance.• Advisor shall provide annual analytics on participant savings rates, deferral trends, and recommended action items to improve retirement readiness.(2) All the questions must be submitted no later than October 30, 2026.
