(1) Vendor needs to provide forensic audit services to the government authority located in Virginia, MN. • Professional firms to conduct an independent forensic audit of the City’s local option sales tax revenues and related financial activities.• Provide the city council and the public with an independent assessment of the collection, management, transfer, investment, reporting, and use of local option sales tax revenues and related funds• Comparison of the expected remaining balance to the City’s actual recorded balances and identification and explanation of any differences, discrepancies, or unexplained variances.• Examination of accounting entries, journal entries, adjusting entries, fund transfers, and financial reporting related to local option sales tax revenues• Review of bond documents, official statements, trust indentures, debt service schedules, arbitrage calculations (if applicable), and related financing documents necessary to evaluate compliance with bond requirements.(2) All the questions must be submitted no later than July 8, 2026.
