EXTRA-77934 - USA (Portland, Connecticut) - Modernization Consulting, Grant Application and Administration Services - Deadline November 9,2026

(1) Vendor needs to provide modernization consulting, grant application and administration services to the government authority located in Portland, CT.– This shall include, and not be limited to, preparation and submission of the Federal Capital Funds Program, plan, preparation and budgeting for the State–sponsored portfolio, strategic planning, portfolioassessment and recommendation for disposition, demolition, repositioning, review and recommendation of architects and engineers’ construction drawings and specifications, and construction oversight and inspections.– Development and implementation of annual and multi–year physical improvement plans, proposal writing, complex report preparation, budgetpreparation and implementation, cost analysis and modernization standards and construction contract supervision.– Provide Clerk of the Works services and all aspects of construction management and oversight of ongoing modernization projects.– Budget, P/E, Cost Certifications: preparation and submissions of all final closeout documents, including the Final Performance and Evaluation Report, and theActual Modernization Cost Certification, and other close out documents as required by regulatory agencies.
