(1) Vendor needs to provide structure, issuance and municipal bonds selling consulting services to the government authority located in Quincy, IL. – Provide consulting services related to the structuring, issuance, and sale of municipal bonds. • Debt structuring: – Analyzing financing alternatives including bank loans, bonds, or other financing tools for an estimated $25,000,000 to fund an indoor sports complex in agency, to be paid back over 20 years from agency’s food and beverage and alcoholic beverage tax receipts and/or home rule sales tax.• Credit rating preparation: – Assist in the preparation of presentations to rating agencies (e.g., S&P, Moody's, Fitch) to maximize credit ratings.• Document review: – Review and assist in the preparation of the Preliminary Official Statement (POS), Official Statement (OS), and bond resolutions as needed.• Sale administration: – Develop a proposed strategy for marketing and executing the financing, including identifying prospective investors or purchasers, distributing offering materials and other financing information, coordinating communications with market participants, and assisting with the negotiation of interest rates, pricing, and other financing terms, as applicable and identify closing activities including closing documentation, funding and settlement, timely deposit of proceeds, and holding account structure.(2) All the questions must be submitted no later than August 6, 2026.
