Vendor needs to provide entertainment office study services to the government authority located in Montgomery, AL.• The review should identify strengths, gaps, ambiguities, administrative burdens, and opportunities to improve transparency, compliance, and program effectiveness.• The selected supplier shall evaluate the economic and fiscal impact of the incentive program, including direct and indirect economic activity generated by incentivized productions in state.• The analysis should address qualified expenditures, payroll, job creation, local vendor use, tax revenue impacts, tourism or promotional value where measurable, and return on investment to the state.• The comparison should address incentive percentage, annual or project caps, eligibility thresholds, production categories, refundability or transferability, audit and documentation requirements, application timing, funding certainty, administrative ease, and other factors affecting state ability to attract entertainment industry projects.• Recommendations may include statutory, regulatory, administrative, process, reporting, compliance, or legislative options for commerce and policymakers to consider.• The selected supplier shall consider subsequent changes recently enacted and related implementation issues, including any changes affecting withholding, loan–out company procedures, qualified expenditures, approval timing, rules, forms, project agreements, audits, and program guidance.
