'Project Description The existing City of Washougal Fire Station situated at 1400 A Street needs immediate and total replacement. The new station will house Fire Department emergency response personnel, response apparatus and administrative staff. Funding for preliminary design is available. Funding for construction documents and construction will be from a voted general obligation bond. The scope of work for this project includes: preliminary design adequate to produce a design concept with enough detail to inform a robust public engagement campaign regarding the new station and the bond election; community outreach to educate the public and serve and support a bond election to fund the project; complete design, construction documents and permitting; upgrading a pre-selected City owned building to house emergency services through the duration of demolition and construction of the replacement station; demolition of the existing station and construction of the replacement station. Please note this request includes the removal of the current cell tower. Additionally, the City of Washougal Police Department has outgrown the current adjacent police station. In general, the police station lacks adequate space for patrol officer workstations, detective offices, animal control and bodycam offices, classroom training, fitness training, showers, nursing mothers/staff, processing & holding, public waiting, small conference areas, network servers, evidence testing, armory equipment, and general storage. The existing Training Room is inadequate to accommodate classroom training needed to maintain accreditation, as well as lacking adequate data ports and general storage. A dedicated office and storage for Animal Control is currently missing - a small technician’s workstation has been allocated. WPD plans to repurpose an existing interview room into a dedicated workspace for the new Body Cam staff position. This room lacks natural lighting, dedicated storage, and data capacity. Multiple Conex boxes are located in the back parking lot to provide needed storage. The West Parking lot lacks sufficient parking stalls to accommodate current and future officers and staff. The facility is missing an exterior K9 Kennel. The overall work effort will be a collaboration between City of Washougal and Camas Washougal Fire Department (CWFD) staff and the consultant to perform Community Engagement/Outreach, Conceptual Design, Final Design, Project Management, and Construction Management. The successful Consultant shall be a licensed architectural/engineering business. The Consultant will meet with City of Washougal and CWFD staff to establish project goals and objectives, understand the Project budget, and establish the design program. The consultant will then refine the selected alternative with additional detail and prepare a preliminary cost estimate. The city will provide the physical characteristics and requirements identified for the project, along with the square footage needed for these facilities. Engineering work for topographical survey, geotechnical investigation and underground utility location will also be completed by the Consultant. Consultant will provide a narrative, and schematic plans and sections for this project. Consultant will review preliminary schematic design drawings for the Project including traffic patterns; activity program; use of spaces and capabilities; project phasing; electrical and mechanical systems; architectural character and/or theming elements, and landscaping. Completion of conceptual and schematic designs and associated estimates of probable construction costs. Public Outreach with the community, City Council, Committee/Board meetings necessary for approval of and input on final proposed concept design. The Project will be coordinated and shall otherwise comply with the requirements of State Washington Codes. Construction Document preparation done by the Consultant will include all architectural, structural, mechanical/plumbing, electrical (including lighting/sound) and civil engineering, landscape and irrigation, and aquatic drawings and general specifications and information for construction of the Project which shall meet all requirements of the City and all applicable local, state, and federal laws and regulations including, but not limited to, the Americans With Disabilities Act. The consultant will assist in obtaining bids and in awarding and preparing construction contracts. Consultant will provide prescribed project management during construction of the project to ensure the Project is built according to the design set forth in the documents. The consultant will review the contractor’s shop drawings, product samples and schedule of performance. Consultant will assist in the preparation of change orders and construction directives. Consultant will conduct observations to determine the date of substantial completion and assist in identifying any performance “punch list” items.
