(1) Vendor needs to provide academic achievement gap in literacy services to the government authority located in Denver, CO.1. Data collection and baseline analysis:– Review and analyze historical and current district literacy assessment data (e.g., formative, interim, and summative assessments) for ELA–S and ELA–E students.– Identify trends, disparities, and systemic barriers affecting literacy acquisition between instructional programs.2. Instructional and curriculum audit:– Conduct classroom observations (if applicable) and stakeholder interviews (teachers, administrators, and senior team leads) to assess culturally and linguistically sustaining practices and pedagogical effectiveness.3. Literature review and best practices integration:– Benchmark the district’s practices against successful literacy frameworks implemented in similar urban school districts.4.
