(1) Vendor needs to provide web–based parking management system. • Enforcement system should integrate with a mobile License Plate Recognition (LPR) system and its LPR hardware for parking enforcement.• System shall be based on a parking object model and focus on common elements and relationships present in all parking operations• Enable the department to use any credit card processor.• Support mobile devices and the necessary software to communicate bidirectionally with the database.• Web–based training program to train personnel on software use for initial use and continuing education• Parking management software shall be browser based.• Solution processes payment card data through pay stations, mobile payment, and point of sale• Improve compliance and optimize utilization of existing parking supply through accurate pricing and reduced revenue leakage.• Identify repeat offenders, scofflaws, and VIPs to our field officers.• Help better manage our communications with customers.• Help better manage parking organization employees.• Reduce office traffic by allowing customers to appeal citations via the Internet.• Enable us to have our complete parking system hosted by the vendor while giving us reliable and secure access to all data in the system from most locations.• Provide a platform for integration with other systems (WorkDay, Banner, StarRez, Mobile Payment Systems, Pay Stations, Genetec LPR/Security Center).(2) All the questions must be submitted no later than October 23, 2026. (3) The contract period will be for three years.
