REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES – FIRMS SELECTION Republic of Maldives Digital Maldives for Adaptation, Decentralization and Diversification (D’MADD) Project (P177040) Grant No: E047-MV Assignment Title: Consultancy Services for the Development of the Personal Data Protection Bill/ Law Awareness and Training Toolkit Reference No.: MV-MoECCT-DMADD-578984-CS-QCBS The Government of Maldives (GoM) has received financing from the World Bank toward the cost of the Digital Maldives for Adaptation, Decentralization and Diversification (D’MADD) Project, and intends to apply part of the proceeds for consulting services. The Consulting Services (“the Services”) are to engage an experienced and qualified consulting firm (“the Consultant”) for the Development of the Personal Data Protection Bill/ Law Awareness and Training Toolkit. The Ministry of Homeland Security, Labour and Technology (MoHSLT) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: At least 5 years of demonstrated experience in training, developing professional training toolkits and conducting stakeholder engagements, or similar assignments; Experience working with government institutions or leading private sector organizations; Demonstrated knowledge of international data protection standards and practices or relevant knowledge Key Experts will not be evaluated at the shortlisting stage. However, Firms are required to clearly state the proposed position for each Key expert proposed. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition dated November 2020 (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
