(1) Vendor needs to provide municipal commercial credit card and expense management services.– Comprehensive commercial credit card program that maximizes financial benefits to the City while improving purchasing efficiency, receipt management, departmental coding, budget tracking, reporting, travel authorization, and overall administrative controls.– Competitive rebate terms, sufficient purchasing capacity, comprehensive online account management, electronic receipt and expense management, reporting capabilities, and implementation and training support.• Increasing the financial rebate received by the City; • Receiving rebates on a more frequent basis; • Increasing available purchasing capacity; • Facilitating large municipal purchases; • Eliminating unnecessary paper–based receipt and authorization processes; • Improving departmental expense coding; • Improving budget tracking and accountability; • Integrating credit card reporting with the City's financial management systems; • Improving travel authorization and expense management; • Reducing administrative processing time; • Improving electronic recordkeeping; and • Strengthening internal controls and fraud prevention.– The selected financial institution shall provide a comprehensive municipal commercial credit card program1.
