(1) Vendor needs to provide engineering peer review services to the government authority located in Spencer, MA.– Engineering review services of special permit, site plan, and subdivision submissions.– Site visit to review current conditions of pending application for consideration.– Provide special sub–consultant services as may be required to complete engineering plan review services.– Review of potential impacts to vernal pools (certified vernal pools, potential vernal pools, Town of Spencer–identified potential vernal pools) from development, land clearing, changes in hydrology, and stormwater management.– Review of any potential off–site flooding impacts within the watershed of the proposed project and identification of any restrictive downstream culverts.– Site plan construction inspections.– Subdivision construction inspections.– Perform construction monitoring of stormwater management systems and wetland and floodplain replication, as needed, for compliance with the order of conditions.(2) The contract period will be for three years.
