Intergovernmental Authority on Development (IGAD) -Djibouti Request for Expression of Interest (Consulting Services – Individual Consultant Selection) Name of project: FOOD SYSTEMS RESILIENCE PROGRAM FOR EASTERN AND SOUTHERN AFRICA-Additional Financing (FSRP-AF) Project No.: (P178566) Grant No: TF-D0339 Assignment Title: Consultancy to Strengthen Communication, Knowledge Management, Dissemination and Uptake of Early Warning Information across the IGAD Region Contract No.: DJ-IGAD-556508-CS-INDV The Intergovernmental Authority on Development (IGAD) has received additional financing from International Development Agency (IDA) the Food systems resilience program for Eastern and Southern Africa Phase 1 to scale-up Digital Agro-Climate Advisory Services and intends to apply part of the proceeds of this Grant to payments under this contract: Consultancy to Strengthen Communication, Knowledge Management, Dissemination and Uptake of Early Warning Information across the IGAD Region. The objective of the assignment: The overall objective of this consultancy is to strengthen the communication, dissemination, knowledge-sharing and uptake of early warning information, analytical products and project results to support timely, coordinated and evidence-based decision-making across the IGAD region. More details are available in the Terms of Reference attached/can be provided upon request The specific objectives of the assignment are : The specific objectives are to: Develop and operationalise an integrated communication, knowledge-management and visibility framework for the project. Translate technical analyses and early warning information into accessible, user-friendly and decision-ready knowledge products. Strengthen dissemination channels to improve access to early warning information at regional, national and subnational levels. Establish mechanisms for collecting user feedback and assessing the uptake, relevance and effectiveness of communication products. Strengthen the existing digital knowledge repository for project information, technical outputs and institutional resources. Document project achievements, lessons learned, innovations and evidence of impact. Increase the visibility of the project through strategic communication, media engagement and digital platforms. Facilitate institutional learning, peer exchange and knowledge-sharing among Member States, regional institutions and partners. Support monitoring and reporting on communication, knowledge-management, dissemination and visibility results. Support other FSRP initiatives/activities implemented as required. Minimum Consultant’s qualifications and experience requirements Minimum Qualifications Masters’ degree in communication, journalism, knowledge management, Information Science, public relations or a related field. At least 7 years of relevant professional experience in knowledge management, strategic communication, stakeholder engagement or information dissemination. Skills and Competencies Proven experience in developing technical communication products related to early warning systems, climate services, food security, agriculture or disaster-risk management. Demonstrated ability to translate scientific, climate, food security and early warning information into policy-relevant and user-friendly communication products for diverse audiences. Demonstrated experience in knowledge management and digital content administration, including the management of digital repositories, websites, social media platforms and other online communication channels. Strong experience in strategic communication and project visibility for donor-funded programmes, including the preparation of visibility materials, media briefs, press releases, communication analytics. Practical experience in digital communication and media engagement, including website content management, social media communication, press releases, media briefs, stakeholder outreach and communication analytics. Experience in facilitating knowledge-sharing and institutional learning processes, including workshops, webinars, technical dialogues, communities of practice and cross-institutional exchange forums. Demonstrated experience in monitoring communication effectiveness and knowledge uptake, including the documentation of best practices, success stories and institutional lessons. The Consulting Services Contract is expected to be for a period of Twelves (12) calendar months from the date of commencement. The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Regulations).
