(1) Vendor needs to provide disaster recovery consultant services to the government authority located in Johnson, VT.A. Program Management and Village Coordination1. Provide on–call technical assistance to the Village related to current and future disaster recovery, mitigation, and resilience funding programs2. Develop work plans, task order scopes, schedules, staffing plans, status reports, and action trackers for authorized assignments.B. Public Assistance Grant Management1. Support Public Assistance project formulation, damage inventory development, project worksheet development, eligibility strategy, scope of work development, cost estimating, documentation, and obligation support.2. Support the Village in preparing for and responding to monitoring, audits, state or documentation requests, and closeout reviews.C. Financial, Reimbursement, and Compliance Support– Assist the Village in developing and maintaining audit–ready files, reimbursement packages, cost tracking tools, source documentation, and financial reconciliation processes– Assist with preparation of appeals, arbitration support materials, reconsideration requests, or other funding dispute documentation, if requested.D. Staff Augmentation, Technical Advisory Support, and Meeting ParticipationServices may include participation in meetings, calls, site visits, applicant briefings, recovery scoping meetings, state/other federal agency coordination meetings, internal Village strategy sessions, and other technical discussions where the Consultant’s role is to advise, interpret program requirements, identify issues, support decision–making, or provide subject matter expertise(2) All question must be submitted no later than November 6, 2026.
