Vendor needs to provide water and sewer rate study services to the government authority located in Hanover Park, IL.– Data collection and analysis:– Analyze the current and historical information, including the capital improvements plan (CIP), water and sewer system data, master plans, other studies, actual costs and revenues, pumping and billing information, etc.– Provide a comparison of the current water and sewer system costs (operational, capital improvements, debt) against appropriate industry benchmarks.– Water and sewer rate design and recommendations:– Cost of service analysis; develop fair and equitable cost of service allocations, which should include periodic and ongoing end–of–service life replacement of water and sewer infrastructure assets, including water and sewer pipes, control systems, treatment plant equipment or facilities, and water storage tanks.– Establish a projected revenue requirement necessary to ensure an annual cash flow that is adequate, stable, and predictable.– Prepare demand forecasts for at least the five–year rate period, considering population growth, development, conservation trends, and seasonal variability.– Stakeholder engagement and communication:– Conduct meetings with staff, elected officials, consultants, and other stakeholders to present findings, discuss priorities, and receive feedback.– Provide clear, non–technical summaries and visuals for use in public meetings.
