(1) Vendor needs to provide energy conservation measures implementation technical support service to the government authority located in Pennsylvania. • Prepare a schematic layout of the campus, including the existing building blocks, utility networks, and cooling systems.• Estimate current annual energy consumption, peak demand, refrigerant top–up requirements, and water consumption associated with cooling loads.• Assess the compatibility of existing building systems with the arrangement.• Determine the space requirement for the central cooling plant and associated support infrastructure.• Estimate operating expenditure, replacement costs, and lifecycle maintenance requirements over the system life.• Identify the most feasible route for the chilled water distribution network, preferably through underground utility corridors or other site–appropriate concealed routes• Develop the work plan for proposed cooling demand reduction interventions.• Identify project risks, including technical, environmental, financial, operational, and regulatory risks, and propose mitigation measures.• Identify applicable statutory approvals, permits, codes, and regulatory authorities(2) All the questions must be submitted no later than Oct 9, 2026.
