(1) Vendor needs to provide financial advisor services to the government authority located in Daleville, VA. – Provide advice and counsel concerning developments in financial regulation and trends in general and municipal finance in particular to enable the, and any single–purpose entities created by the, to remain in the best possible financial posture.– Provide analytical frameworks to assist the agency in determining optimal financing vehicles, such as short–term versus long–term financing, internal versus external financing, variable versus fixed rate, capital leasing, etc.– Assist in developing long–term financial forecasting models that incorporate anticipated revenues, operating expenditures, capital improvement needs, debt service, reserve requirements, economic assumptions, and alternative funding scenarios.– Models should assist agency leadership in evaluating the long–term financial impacts of policy and investment decisions.(2) All the questions must be submitted no later than August 4, 2026.(3) The contract period will be for two years.
