(1) Vendor needs to provide infrastructure feasibility study and phased development plan services to the government authority located in Northampton, PA.• Assess the condition, capacity, functionality, and remaining useful life of existing infrastructure systems.• Identify urgent facility and infrastructure, life–safety, regulatory, code, operational, and resident–care risks requiring near–term attention.• Evaluate the suitability of existing facilities and infrastructure for current and projected operational needs.• Identify opportunities for modernization, renovation, replacement, expansion, consolidation, repurposing, or redevelopment.• Evaluate demand for service and facility development options.• Develop realistic phased alternatives for infrastructure investment and physical development.• Forecast preliminary cost and revenue estimates, schedules, contingencies, and funding considerations for each proposed phase.• Recommend a preferred phased development plan that supports the county's strategic goals, the missions of the department of continuum care and of city, and responsible stewardship of public resources.• Create a foundation for decision–making by the county with respect to capital planning, budgeting, grant applications, bond planning, and future design or construction procurements.(2) A pre–bid meeting will be held on October 28, 2026.(3) All question must be submitted no later than November 04, 2026.(4) A contract period will be for one year.
