Spanish Phonics Program for Bilingual Students in Grades K-8 Project # RFP 25-004 A. PURPOSE General Description: The Bridgeton Board of Education is requesting proposals from companies that provide oral language and literacy phonics programs, which offer support and scaffolding specific to Bilingual students in grades K-8, whose first language is Spanish. Scope: We are seeking an organization/company able to provide a systematic phonological program specifically designed for Bilingual students in grades K-8 learning to read in Spanish. The program must address the New Jersey Learning Standards and provide differentiated instruction for students functioning on different academic levels. The program must address the specific needs of students in grades K-1 (16 classes - 350 students), who are in the early stages of the Spanish language acquisition process, as well as the needs of students without formal education in grades 2-8 (19 classes – 100 out of 418 students in need of intensive intervention). Although, the program must have a digital component, the district needs a program offering multisensory manipulatives, charts, workbooks and other materials. B. SCOPE OF SERVICE Program must use a systematic phonological method to teach students learning to read in Spanish. Program must accelerate Spanish Language acquisition and literacy learning. Program must use a syllabic and authentic approach. An innovative approach able to accelerate learning is preferred. However, a traditional approach will be considered if it includes updated multisensory manipulatives, charts, workbooks and other materials, which can accelerate learning. The program must include a digital component. Program must be effective in improving phonemic awareness. It must give direct instruction in phonics, decoding, and reading to improve comprehension and interpretation skills. Program is based on current scientific research, Common Core State Standards, New Jersey Learning Standards and provide for differentiated instruction for students functioning on different academic levels. Program provides teachers with decoding strategies, visual and manipulatives, which improve differentiated instruction. Program must offer multisensory manipulatives, charts, workbooks and other materials I. Program must have a digital component.
