  "summary": "<p style=\"text-align: justify;\"><span style=\"font-size: 14px;\">The Delaware Valley Regional Planning Commission (DVRPC) is seeking proposals from qualified vendors for the preparation of preliminary and final engineering design plans, specifications, and estimates for the Improvements to Intersection of College Drive (CR 673) and Blenheim-Erial Road (CR 706) Pro2024ject in Gloucester Township, Camden County. &nbsp;The design in accordance with the preliminary preferred alternative (PPA) selected under the Local Concept Development (CD) Report prepared by Dewberry dated February 10, 2023. &nbsp;The CD Report was prepared using Federal Highway Administration (FHWA) funding managed by the Delaware Valley Regional Planning Commission (DVRPC). The critical components of this professional engineering design service project include, but are not limited to:</span></p><ol><li style=\"list-style-type: none; font-size: 14px;\"><ol><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Coordinate design and conduct meeting(s) with DVRPC, NJDOT, NJDEP, Gloucester Township, Camden County Parks Department, Camden County Public Works, and all related Government agencies and affected businesses, residents, community organizations, and stakeholders.</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Coordinate design and conduct meeting(s) with all utilities, including Atlantic City Electric, South Jersey Gas, Aqua, Verizon, Comcast, CCMUA, GTMUA, and any other utilities impacted by the project design.</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Wetlands Investigation</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Soils and Roadway Pavement Investigations</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Preliminary Engineering Plans and Specifications</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Preparation of Preliminary and Final ROW Plans, all incidental right-of-way work, including deed search and preparation of individual parcel maps and legal descriptions.</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Obtain all NJDEP permits, NJDOT reviews and approvals, Camden County Soil Conservation permit, and ALL permits required for the project.&nbsp;</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Final Engineering, including preparation and submission of Final Plans, Specifications and Bid Documents, Engineer&rsquo;s design certification and Engineering Estimates</span></li><li style=\"font-size: 14px;\"><span style=\"font-size: 14px;\">Provide assistance in construction bid proceedings, analysis of bids and review of shop drawings.</span></li></ol></li></ol><p><span style=\"font-size: 14px;\">The Consultant selected shall provide the following Scope of Services at a minimum. &nbsp;It is to be understood by the Consultant that DVRPC and Camden County will only accept a complete engineering services response that meets the needs of DVRPC and Camden County. &nbsp;The Consultant shall submit a schedule of completion dates for each phase of the work with their response. &nbsp;</span></p><p>&nbsp;</p><p><span style=\"font-size: 14px;\"><img src=\"https://govlist.s3.us-west-1.amazonaws.com/images/production/159cbed2-fad7-4765-ac37-e62df49877ed\" width=\"643\" height=\"427\"> </span></p><p><span style=\"font-size: 14px;\">Intersection of College Drive (CR 673) and Blenheim-Erial Road (CR 706)</span></p><p><span style=\"font-size: 14px;\"><strong>PRELIMINARY PREFFERED ALTERNATIVE</strong></span></p><p><span style=\"font-size: 14px;\"><strong><u>DESIGN STANDARDS</u></strong></span></p><p><span style=\"font-size: 14px;\">The project shall be designed in accordance with NJDOT Roadway Design manual (NJDOT-RDM), NJ State Highway Access Management Code (Access Code), A Policy on Geometric Design of&nbsp; Highways and&nbsp; Streets (AASHTO), Roadside Design Guide (AASHTO), Manual of Uniform of Traffic Control Devices&nbsp; (MUTCD), Design Manual for Bridges and Structures (Latest Edition), LRFD Bridge Design Specifications (Latest Edition), NJDOT Standard&nbsp; Specifications for Roadway and Bridge Construction (Latest Edition) , Guide for the Development of Bicycle Facilities (Latest Edition), all Federal, State, County and local standards and Camden County standard contract language and NJDOT supplemental specifications shall govern the design.&nbsp; All work performed by the Consultant shall be reviewed and approved by the Camden County Engineer.&nbsp; The Consultant shall perform the work accordingly and make any and all revisions required during permitting and approval process as part of the design scope.</span></p>",
