(1) Vendor needs to provide K–5 core literacy program curriculum, assessment, and implementation resources service to the government authority located in Hartford, CT.• For grades K–3, the proposed curriculum model or program must meetcurrent Connecticut approval requirements; materials for grades 4–5 must provide a coherent continuation of literacy instruction across the K–5 program• Provide the curriculum and assessment resources, implementation guidance, andprofessional learning needed to support effective use of the program. Proposals should explain how the program delivers systematic, evidence–based instruction in oral language, phonemic awareness, phonics, fluency, vocabulary, letter–name fluency, and reading comprehension.• Teacher curriculum guides, lesson materials, and instructional resources• Student materials, including texts and decodable readers• Assessment tools for screening, diagnostic use, and progress monitoring• Digital resources and user licenses• Initial and ongoing professional learning and implementation support(2) The contract period will be for one year.(3) All the questions must be submitted no later than November 20, 2026.
