(1) Vendor needs to provide rates review and cost recovery support services to the government authority located in Columbia, SC.• Execute and improve the existing process for annual rate reviews and updates.• Ensure that rates for services properly recover costs and capital planning requirements.• Incorporate customer input into the rate review process.• Integrate rate tracking, reporting, review, and update processes and technologies into agency overall IT Business Management processes and technologies.• Support the agency Finance team through the invoicing, billing, budgeting, rate review, rate updating, and implementation cadences and perform knowledge transfer throughout the engagement.• Ensure that rates for services properly recover costs and capital planning requirements.• Incorporate customer input into the rate review and revision process.• Review the rate allocation model and its rates annually based on cost projections and industry best practices.• Conduct annual market comparisons of existing rates to ensure cost–competitiveness(2) A pre–bid conference will be held on June 23, 2026.(3) All question must be submitted no later than June 24, 2026.
