(1) Vendor needs to provide enterprise AI, strategy and subsequent platform.• Automate AI–powered solutions to increase operational efficiency and staff capacity• Provide secure enterprise–wide access across agency and its network members togenerate insights and solutions using pre–identified source locations• The AI Solution Will Include:1. Data Ingestion: Systematically collect assessment documentation from designated SharePointrepositories (both external organization uploads and internal assessor folders), with integrationreadiness for additional sources, including the Prompt Portal, Grants Portal, and data warehouse,and other sources to be determined.2. Parsing and Organization: Extract core entities and facts (organizations, financials, production,policies, bylaws, board members, staff, compliance items) using AI–powered processing andstructured data validation.– Normalize data to agency frameworks and vernacular, including but not limited to Prompt and PRO.3. Source of Truth Construction: Build and automatically maintain a structured facts repository foreach network organization with time granularity. – Outputs grounded in source material preserving traceability to source documents and data. – Clearly distinguish between verified information and information that is uncertain, incomplete, or conflicting across sources. – Flag these potential variances and discrepancies for human validation.• Human–in–the–Loop: Support the assessment lead’s review and validation of extracted facts byvalidating, testing for accuracy, and correcting them, while maintaining use case integrity andincorporating expert judgment into final results• Distinct User types with different permissions: The system should be accessible to internal staffwith different access to a wide range of data sources, with a system administrator tier to managecredentials, data access, and monitoring and provisioning staff’s access to generating requests.• Identify gaps in data capture, integration, and reporting• Design a unified data architecture that supports both structured and unstructured data• Data Documentation: Structured documentation on data flows from source systems and documents, and mapping• Technical Design Documentation: Covering data ingestion and processing logic and validation• Functional AI–powered solution and deployed models(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 27, 2026
