(1) Vendor needs to provide financial advisor services to the government authority located in North Carolina.• Evaluate current debt profile, repayment structure, and outstanding obligations • Assess incremental debt capacity under baseline and stress conditions • Model impacts of new issuance on key credit metrics (e.g., leverage, coverage ratios) • Benchmark capital structure against peer rated public universities • Recommend optimal debt structuring strategies (fixed vs. variable, maturity ladders, etc.) • Analyse refinancing and refunding opportunities to optimize cost of capital • Develop baseline, downside, and severe stress scenarios • Model impacts of macroeconomic shocks (interest rates, inflation, market downturns) • Evaluate sensitivity of credit metrics to key drivers (revenue, debt issuance, expenses) • Stress–test liquidity positions and capital funding plans • Provide scenario comparison dashboards for executive decision–making• Forecast cash flow impacts of operating and capital decisions• Evaluate financial feasibility of proposed capital projects and optionality within partnership structures to include design/build, financing and operation of such projects with external parties • Assess timing, sequencing, and funding strategies for capital investments• Benchmark debt ratios, liquidity levels, and capital investment strategies(2) All the questions must be submitted no later than October 07, 2026.
