(1) Vendor needs to provide mobile application services.– Acquire a commercially available, ready–to–use mobile application that will assist women, infants and children (WIC) program participants who are WIC electronic benefit (e WIC) cardholders with their shopping and benefit redemption.– Mobile App shall be a proven, production–ready product not an untested prototype that can be quickly configured and deployed upon contract to serve Hawaii WIC participants.– App shall include the ability to scan product barcodes.– Real–Time Benefit Balance: The App shall allow WIC participants to securely register their eWIC card (electronic benefits transfer card) and view their current WIC benefit balance in real time.– Benefit Usage Check: The App shall determine and clearly indicate whether a specific food item can be purchased given the participant’s remaining benefits for the month. – App shall download and display the participant’s household food package prescription.– App shall provide engaging recipes, shopping tips, and conversion charts that help WIC families make the most of their benefits.– Capability to send out push notifications or in–app alerts for important updates and reminders.– Include a searchable directory of WIC–authorized vendors (stores).– Customized local content.(2) The contract period will be for one year.
