(1) Vendor needs to provide financial planning and analysis software. – The solution shall be capable of supporting airport operations, public–sector budgeting practices, fund accounting requirements, and financial management processes across aviation and non–aviation business units.• Provide all personnel, software, hardware, licenses, tools, and resources necessary to performthe Services.• Maintain qualified personnel with demonstrated experience implementing FP&A solutions.• Provide a project manager who shall serve as the primary point of contact throughout implementation and ongoing support.• Comply with all applicable federal, state, and local laws, regulations, and cybersecurity requirements.• Comply with all Authority security, technology, and data–governance requirements.• Maintain adequate staffing to support implementation, testing, training, and production operations.• Protect Authority data from unauthorized access, disclosure, alteration, or destruction.• Immediately notify the Authority of any suspected security incident, service interruption, system failure, or unauthorized data access.• Maintain complete documentation of system configurations, integrations, workflows, and security settings.• Provide all updates, patches, fixes, and enhancements necessary to maintain system functionality and security.• Design and configuration of data models and planning structures, and allowing to group departments by functional groups.• Development and configuration of workflow processes.• Configuration of role–based security and user permissions.• Creation of budget templates, forecasting models, and planning forms.• Configuration of approval workflows and audit–trail functionality.• Testing, validation, and quality assurance activities.• User acceptance testing support.• Production deployment and go–live support.(2) All the questions must be submitted no later than November 12, 2026.(3) A non–mandatory pre–proposal meeting will be held on October 29, 2026.
