THE UNITED REPUBLIC OF TANZANIA MINISTRY OF WORKS TANZANIA NATIONAL ROADS AGENCY TANZANIA TRANSPORT INTEGRATION PROJECT (TanTIP) – PROJECT ID: P165660 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) CONSULTANCY SERVICES FOR ENGAGEMENT OF INDIVIDUAL CONSULTANT FOR MONITORING OF GENDER-BASED VIOLENCE (GBV/SEA/SH) UNDER THE TANZANIA TRANSPORT INTEGRATED PROJECT (TANTIP) SUB PROJECTS; Tender; NoTR36/CCP/P165660/2026/2027/C/20 The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) which amongst others, comprises the upgrading of Iringa – Msembe (104 km) road and rehabilitation and improvement of Lake Manyara Airport. The Government, through Tanzania National Roads Agency (TANROADS) intends to apply part of the credit proceeds to eligible payments under Contract for Consultancy Services for Engagement of Individual Consultant for Monitoring of Gender-Based Violence (GBV/SEA/SH) Under the Tanzania Transport Integrated Project (TanTIP) Sub Projects for which these Terms of Reference are issued. One of the key social risks associated with large-scale transport infrastructure projects is Gender-Based Violence (GBV), including Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH). Such risks may arise due to labor influx, power imbalances, community-worker interactions, and inadequate awareness or enforcement of codes of conduct. In line with national laws and policies of Tanzania, and applicable Environmental and Social Frameworks (including World Bank ESF where applicable), TanTIP has committed to the prevention, mitigation, and response to GBV risks. To ensure effective implementation of GBV risk mitigation measures, regular and systematic monitoring of GBV-related actions and outcomes is required. TanTIP is financed in part by the World Bank and is therefore subject to the World Bank Environmental and Social Framework (ESF). The ESF requires Borrowers to identify, assess, and manage environmental and social risks and impacts in a manner consistent with Environmental and Social Standards (ESSs). The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference. This Request for Expressions of Interest is open to: Individual Consultants. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience: Education He/She must have a university degree in Social Sciences, Anthropology, Gender, Social work, or related discipline. A Master's degree in the social sciences related to the above disciplines, or a related field is an added advantage. Professional experience He/She must have at least eight (8) years of cumulative experience in addressing social, resettlement, or gender issues with demonstration to practical experience applying the World Bank Environmental and Social Framework, in particular ESS1, ESS2, ESS4 and ESS10, and the Bank's Good Practice Note on addressing SEA/SH in investment project financing involving major civil works; He/She must have at least five (5) years of demonstrated SEA/SH-specific experience on three (3) infrastructure projects under World Bank financed involving; supervising GBV prevention and response activities, conducting awareness campaigns on women's rights, gender equality, GBV, and/or reproductive health, considered an asset; and He/She must be computer literate with competency in word processing, spreadsheets, and slideshow/PowerPoint program, Internet and Intranet. Regional experience and Language and requirements He/she must have at least three (3) years working experience in developing countries; and He/she must be proficient in both written and spoken English and Swahili Languages. Government employees under Short-terms or Permanent Contract need not apply, as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process. The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition, September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition September, 2025 (“Procurement Regulations”) and Public Procurement Act No. 10 of 2023 and Public Procurement Regulations GN No. 518 of 2024 on “procedures for selection and employment of consultants. Expressions of Interest must be submitted through National e-Procurement System of Tanzania (NeST) (www.nest.go.tz) on or before 25th September, 2026 at 10:00 Hours East African Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through NeST. Any request for clarification with regard to this assignment shall be addressed through NeST not less than five (5) days before submission deadline. The Employer shall respond to clarifications received within three (3) working days from the date of receipt of the query.
