RFP #2026-01 General Engineering Consultant for Valley Link Rail Project

The Tri-Valley - San Joaquin Valley Regional Rail Authority is seeking proposals from qualified firms to provide General Engineering Consultant (GEC) services to serve as the Designer and Engineer of Record for the Valley Link Phase 1A Rail Project (Project). The GEC will accept the Authority's final 30% design as the starting point, complete the design transition and validation process, and advance the Project through 60%, 95%, and 100% final design. The GEC will also provide technical support during the Construction Manager General Contractor Pre-Construction process, FTA and FTA Project Management Oversight Consultant reviews, third party coordination, and construction, as further described in Section 2 and Exhibit 1 of this Request for Proposal. It is anticipated that the Pre-Construction phase will occur over a 36-month period.
